While every effort is made to ensure accuracy it is impossible to know for certain how many children have died while in the care of a private (meaning not public or goverment funded) residential treatment center, psychiatric hospital, juvenile detention center or special purpose program or the exact circumstances (cause) of their death.  The reason for this is there is no federal legislation to mandate statewide reporting of deaths that occur in children's treatment facilities and programs that are privately funded. This was true in 1998 when I first began monitoring the care and treatment of youth who come in contact with the privatized behavioral healthcare industry and it's still true today - nearly 9 years later.  It is my hope that federal legislation proposed to Congress in 2005 will soon be signed into law with the provision that private-pay children's programs and facilities be required to report deaths, serious accidents and injuries within 24 hours of their occurrence or face severe penalties at both the federal and state level.  Please visit the Teen Advocates USA legislative reform page for further information.   (May 2007)
